FORMAT: International, two-stage, open. Stage I - acceptance of Applications and selecting the Finalists based on their portfolios and essays. Stage II - developing the Competitive Bids by the Finalists, Ranking the Finalists’ competitive bids based on the Jury’s assessment, Selecting the Winner of the Competition.
PURPOSE: Choosing the best Concept of the lighting design of the building facades and territory of The White Quarter in the historical part of Belgorod.
ORGANIZER: Autonomous Non-Profit Organization “Construction Assistance Centre of Belgorod region” (ANO CAS of Belgorod region)
ABOUT COMPETITION
The Competition is open to all participants who meet the requirements specified in Clause 5 of the Rules. The Competition will result in the selection of Participants, Finalists and the Winner. 1. Purpose of the Competition To determine the best Concept of lighting design of the building facades and territory of the White Quarter in the historical part of Belgorod. 2. Subject of the Competition Development of the Concept of lighting design of the building facades and territory of the White Quarter in the historical part of Belgorod. Within the framework of the Competition the Finalists selected by the Jury shall develop the Concept defined by the Program. 3. Schedule and terms of the Competition The Competition consists of 2 stages. The Competition schedule is defined in Appendix 1 to these Rules. 4. Powers of the Organizer The Organizer shall perform the functions related to conduct of the Competition, including: - publication and placement of the notice of the Competition; - receiving messages, information and documents from Applicants, Participants and Finalists, including Applications and Competitive bids; - publication of notifications and notices related to the Competition; - creation and maintenance of the Competition website; - organizing and conducting preparatory and familiarization activities; - interaction with the Jury members; - preparation of the materials for the Jury meetings, including the Catalogue of Registered Applications. - organization of the Jury meetings; - providing explanations of the Competition documentation to the Applicants, Participants, Finalists and the Winner; - keeping the minutes of the Jury meetings; - passing a decision to terminate the Competition
5. Powers and principles of the Jury's activity 2.5.1 The powers of the Jury include: - evaluation and comparison of the applications, selection of the 3 Finalists of the Competition; - evaluation and comparison of the Competitive bids prepared by the Finalists, Ranking of the Competitive bids; - disqualification of the Participants. 5.2 In its work, the Jury is guided by the principles of professionalism, independence of opinions and objectivity of judging, as well as by the provisions of the Competition documentation. The Jury members perform their activities free of charge. Jury decisions are made by the majority of votes, voting is conducted for each project separately. In the event of a tie, the chairperson's vote shall prevail. 6. Applicable Law The relations of the parties (Applicants, Participants, Finalists, Organizer) in connection with the Competition shall be governed by the laws of the Russian Federation. The provisions of Article 447 and Chapter 57 of the Civil Code of the Russian Federation are not applicable to the procedure and rules of the Competition. 7. Validity of the Competition Rules These Rules become mandatory for each Applicant from the moment the Organizer accepts the Application submitted by them. 8. Introduction of amendments to the Rules 9. The Organizer, on their own initiative, has the right to pass a decision to amend the Competition Rules no later than 10 (ten) working days before the deadline for acceptance of Applications.Changing the subject of the Competition is not allowed. 9.2 Within 2 (two) working days from the date of the decision to amend the Competition Rules, such amendments are published by the Organizer on the Competition Website and from that moment shall become binding for each Competition Applicant.
10. The Competition Documentation 10.1 Composition of the Competition Documentation. The Competition Documentation includes the following sections, each of which is an integral part thereof: - Invitation to participate (Notice of the Competition); - Section I: These Rules; - Section II: The Competition Program (Terms of Reference), including the “Composition of the Competitive Bid”. 10.2 Procedure for publication of the Competition Documents -- Section I (Competition Rules) of the Competition Documents shall be published on the Competition Website in the public domain on December 24, 2024. -- Section II (Competition Program (Terms of Reference) and draft Prize Winner Agreement with the Finalist are posted on the Website of the Competition when 3 (three) Finalists have been selected. 11. Providing explanations Any Applicant or Participant or Finalist may submit a request to the Organizer for clarification of the provisions of the Competition Documents. Such a request shall be submitted in writing or electronically to the address specified in these Competition Rules or submitted via the Competition Website. The Organizer shall provide a response to the request for clarification of the provisions of the Competition Documents in the form of an electronic document within 5 (five) working days from the date of the receipt of the specified request. The Applicants’ requests shall be received no later than 5 (five) days before the deadline for the acceptance of Applications. The Organizer is not obligated to respond to requests received after this deadline. Delay in providing responses cannot be considered a reason for extending the deadline for submitting an Application or Competitive Bid. 12. Dispute Settlement All disputes that may arise from the relations of the parties in connection with the Competition are subject to resolution in the court of Belgorod in accordance with the jurisdiction determined by the procedural legislation of the Russian Federation. 13. Language The official language of the Competition is Russian. Competitive bids shall be submitted in Russian, or in Russian and English languages. In case of discrepancies between the Russian and English versions of the Competition documentation, as well as any documents related to the Competition, the Russian version shall prevail. 14. The 2nd-prize Finalist will receive an award in the amount of 1,000,000 rubles.
A Contract for developing the Concept will be signed with each Finalist of the second stage of the Competition. The Finalists will be paid 500,000 rubles each as a compensation for the Concept development and participation in the Competition.
An award equaling 2,000,000 rubles will be paid to the Winner of the second stage of the Competition.
The 3d-prize Finalist will receive an award equaling 500,000 rubles.

There are no plans to build new residential facilities in The White Quarter. The maximum height of the objects planned for construction does not exceed 6 storeys. The total built-up area will equal about 100,000 square metres. The architecture of The White Quarter should be a tribute to the region’s nature and history. Building facades and landscaping elements are planned to be designed in light colours. They will symbolise the chalk hills. Roofs of the buildings are envisioned as green areas covered with plants.

THE OBJECTS’S LOCATION IN RELATION TO THE CITY CENTRE AND TRANSPORT ACCESSIBILITY The Object of the Competition includes all the facilities located in the Project area and scheduled for construction within the framework of the Project implementation.
The development area is located 170 metres from Sobornaya Square, which is the central square of Belgorod. Its boundaries include Slavy Avenue in the north, 50th Anniversary of Belgorod Region Street in the east, Svyato-Troitsky Boulevard in the south, and Bogdan Khmelnitsky Avenue in the west. The history of the quarter’s development dates back to the 17th century when the third Belgorod fortress was built here. The city was constructed around that fortress. At present, the boundaries of the quarter coincide with the territory of three cultural heritage sites, which are also places of interest: ‘Old Belgorod’, the Location of the Belgorod Fortress on the bank of the Veselitsa River’ and the Location of the Holy Trinity Monastery’.
The total area of the quarter is 7 hectares. Of these, the area occupied by existing residential buildings that is not subject to change amounts to 1.05 hectares, and the area occupied by public buildings which is not subject to change equals 0.74 hectares. The part of the existing residential development in the Quarter that will be preserved includes: - the 5-storey residential building at 34 Bogdan Khmelnitsky Ave. - the 5-storey residential building at 65 B Slavy Ave. / 36 Bogdan Khmelnitsky Ave.; - the 5-storey and 9-storey residential building at 47 Slavy Ave. Buildings and objects of regional and city-wide significance that will be preserved: The diocesan centre of the Orthodox Christian religious organization ‘Belgorod and Stary Oskol Diocese’ (including the following cultural heritage objects: St. Joseph’s Cave, Bishop Nikodim’s Tomb, The Underground Gallery), and the “Watchtower” restaurant.

4.Criteria in respect to the lighting-and-colour environment: 1.An integrated approach to planning, design, implementation and use of outdoor utilitarian and architectural and artistic lighting, illumination of advertising media, illumination of information structures, and festive lighting design of the quarter 2.Informational efficiency - creating a system of focal and reference points in the lighting environment of the quarter by means of artificial lighting, based on the functional content, iconicity, characteristic features and ways of organizing public space. 3. The rationality of the lighting solution – a reasonable choice of lighting means and techniques, depending on the idea or concept; compliance of the lighting-and- colour solution with utilitarian and practical tasks; its energy efficiency. 4.Ensuring visually comfortable and safe lighting-and-colour environment of the quarter, normal visual conditions for pedestrians, as well as optimal quantitative and qualitative parameters of lighting which are regulated by the current norms. Harmoniousness of the lighting-and- colour environment, which is aesthetically complete and psychologically favourable for residents.
